Shin Kong Life Joins Forces with Criminal Investigation Bureau to Sign Anti-Fraud MOU, Establishing a Proactive Joint Defense Mechanism and Public-Private Protection Network

To continuously cooperate with public sectors in strengthening financial fraud prevention, Shin Kong Life, a subsidiary of Taishin Financial Holding Co., Ltd. (2887), held a signing ceremony for a Memorandum of Understanding (MOU) on anti-fraud cooperation with the Criminal Investigation Bureau (CIB) of the National Police Agency, Ministry of the Interior, on July 28. The agreement was signed by Shin Kong Life Chairman Pao-San Wei and CIB Director-General Chiu Shao-Chou. Witnessed by Independent Director Chien Min-Chiu and multiple executives and employees of the company, the event marked an upgrade in bilateral cooperation from "passive prevention" to "proactive joint defense." Through multi-pronged efforts—including information sharing, technological interception, omni-channel advocacy, and the integration of corporate and government resources—both parties aim to jointly build a more robust public-private financial anti-fraud safety net.

Shin Kong Life Chairman Pao-San Wei stated that this collaboration marks a significant milestone in public-private partnerships and a concrete embodiment of the company's commitment to corporate social responsibility and sustainable development. Under the joint defense front established by both parties, the CIB can share the latest fraud patterns in real-time, while Shin Kong Life can leverage financial technology to integrate various criminal intelligence into its systems. When policyholders exhibit abnormal behaviors such as policy surrenders or large-scale withdrawals, the system will trigger instant alerts, enabling frontline personnel to proactively intervene with over-the-counter care and assist policyholders in mitigating fraud risks.

Shin Kong Life has consistently regarded financial anti-fraud as a critical component of corporate governance. In addition to formally incorporating "anti-fraud awareness" into the company’s "Implementation Guidelines for Fair Treating Customers" to clearly define policyholder rights and social responsibilities, the company continues to construct a comprehensive anti-fraud governance framework. Through cross-departmental anti-fraud initiatives, it effectively connects claims, customer service, and digital development departments to comprehensively deepen corporate anti-fraud resilience and fulfill the core philosophy of "responsible fraud prevention."

In terms of frontline practical safeguards, counter personnel regularly conduct anti-fraud drills to continuously enhance their sensitivity to fraud identification. They have previously successfully intercepted multiple cases involving scammers impersonating lawyers to demand fees or fake investments luring policyholders into surrendering policies, successfully protecting the vital assets of numerous policyholders and families. Beyond solid frontline counter care, Shin Kong Life actively adopts technological anti-fraud measures to establish a multi-layered digital protection network. This includes building an "Intelligent Joint Defense System" in the customer service system to instantly identify high-risk dialogues through keyword anomaly detection and issue proactive warnings; simultaneously, the company has integrated Whoscall corporate caller ID recognition services to help policyholders identify official calls and reduce the risk of spoofing scams. Furthermore, anti-fraud care reminders have been incorporated into member zones and online insurance service processes, establishing early warning mechanisms at critical transaction nodes to extend the defense line forward and further safeguard public property security.

To deeply root the awareness of joint defense and fraud prevention into the corporate core, following the signing ceremony, Shin Kong Life immediately hosted a "Special Lecture on Financial Anti-Fraud for Senior Executives." Chuang Ming-Hsiung, Chief of the Prevention Division at the Criminal Investigation Bureau, was specially invited to lecture in person, providing an in-depth analysis of the latest frontline fraud patterns and sharing practical case studies. Led by Independent Director Chien Min-Chiu and multiple senior executives along with participating employees, the event demonstrated the company's top-down, all-staff commitment and determination to prevent fraud.

Long committed to the philosophy of treating customers fairly, Shin Kong Life will continue to prioritize policyholder needs in the face of constantly evolving fraud techniques, deepening anti-fraud awareness across all levels. Moving forward, the company will persist in integrating resources to strengthen the financial protection network and work with all sectors to promote a more secure and trustworthy financial environment.
