Employee health and safety is the foundation of an enterprise, and creating a quality work environment not only brings tangible positive benefits to an enterprise, but also brings intangible human influence. Therefore, SKL is committed to promoting the concept of "Holistic, Comprehensive, and Full Protection," and the Occupational Safety and Health Committee has worked together to formulate an occupational health and safety policy, which is signed by the highest level of supervisors and then publicized for public information. At the same time, SKL also protects the physical and mental health of its employees, and their balance of work and life through a wide range of fun and interesting health-promoting activities, as well as through health and safety risk control, in order to become a happy company for its employees.
Occupational Safety and Health Committee
SKL has established the Occupational Safety and Health Committee. The committee is chaired by the President and includes 7 exofficio members and 6 employee representative members, constituting 43% of the committee, which is superior to the ratio required by laws and regulations. The Committee formulates Occupational Health and Safety plans, reviews annual goals and plans, holds regular quarterly meetings to track the implementation progress, and consults and reviews various safety and health issues.
Dual-System Certification of "ISO 45001 Occupational Health and Safety Management System" and "TOSHMS Taiwan Occupational Health and Safety Management System"
Dedicated to building a comprehensive safety and health protection network, SKL became the first insurance company to obtain ISO 45001 certification in 2019.
- Dual-system certification: Passed the ISO 45001 and TOSHMS dual-system certifications with "zero major non-conformities" in 2023, and successfully passed the surveillance audit in 2025.
- 100% full coverage: The certification scope extends to all locations nationwide, covering administrative personnel, business agents, and construction contractors.
- Exceeding regulatory requirements: Dedicated occupational safety and health managers and health managers are stationed at key buildings across various regions to provide immediate workplace care.
Creating a healthy and safe workplace environment
SKL provides comprehensive employee care, and has established a dedicated and all-round occupational safety and health team superior to statutory requirements: occupational health and safety management personnel, health managers, counseling psychologists. We formulate occupational health and safety management plans, labor health management plans, and mental health promotion plans every year to jointly promote various measures for the physical and mental health and safety of employees, and implement systematic management using the Plan-Do-Check-Act (PDCA) cycle. The Company conducts phased reviews and demand adjustments during the implementation of each plan, and reports the effectiveness of the review and improvement actions to senior management to ensure that the goals of each program are achieved and continuous improvement is made.

B. Five Major Health and Safety Risk Prevention Plans
We provide health checkups for supervisors and employees that exceed regulatory standards and item specifications in terms of age and frequency. In 2025, a total of 7,471 individuals underwent examinations, achieving an overall participation rate of 80.7%, with total health checkup subsidies amounting to NT$ 26.36 million. Through health checkup anomaly analysis and questionnaire feedback, we continuously provide employee health care and a tiered management system for high-risk employees.
At the same time, we also place great importance on mental health and stress management. In cooperation with Formosa Management Consulting Co., Ltd., we provide Employee Assistance Programs (EAP) for mental health-related counseling services, which were utilized 582 person-times in 2025. Monthly spiritual inspiration articles, mental health promotion lectures, and related advocacy are provided to offer diverse mental health-themed activities. Through professional courses, we enhance employees' literacy and resilience, guiding them toward positive thinking and coping skills.

Occupational Safety and Health Management and Accident Handling Mechanisms
The Company regards the safety and health of employees as the cornerstone of sustainable corporate operations. To implement the Occupational Safety and Health Act and pursue the goal of "zero disasters, zero disabled injuries," we have established an active management system that exceeds regulatory standards.
- Active Reporting Culture with All-Employee Participation: The Company has collaborated with the IT unit to build a convenient "Occupational Safety Accident Reporting System" and established rigorous authority and responsibility operation specifications. We are committed to fostering a corporate culture of "all-employee reporting and early warning," advocating that "regardless of size, any health and safety incidents or concerns related to work can be reported."
- Cross-Team Professional Care Mechanism: To ensure that affected employees receive the most comprehensive care, upon system reporting, cases are automatically referred to professional teams based on the nature of the incident:
- Health Managers: Provide post-injury nursing education and on-site health consultation, and track employees' recovery progress.
- Counseling Psychologists: Provide professional psychological support and counseling when workplace stress, psychological trauma, or unlawful infringement is involved.
Responsible Supply Chain and Contractor Occupational Safety and Health Management
We implement supplier management through rigorous systems and actively collaborate with partners to create a safe working environment.
- Commitment and Implementation of the Responsible Supply Chain: Adhering to the financial holding company's supplier management norms, the Company requires partner vendors to sign the "Supplier Commitment Letter" to ensure they meet the Company's standards in labor human rights, occupational safety and health management, and environmental sustainability. In 2025, the signature rate reached 100% among the 193 actual cooperative suppliers and 331 bidding participants. We actively mentor key partners (such as Shin Kong Property Management Co., Ltd.) to participate in ISO 45001 and TOSHMS verifications, driving overall supply chain safety and health management improvements through audit experience sharing.
- Rigorous Contractor Selection and Procurement Mechanisms: To prevent operational risks, we incorporate occupational safety and health performance as a key indicator in procurement decision-making:
- Selection Optimization: Priority is given to vendors with safety and health awards, implemented management systems, or no major violations in the past three years.
- Externalization of Safety Costs: For engineering projects with a total price of NT$ 1 million or more, it is mandatory to separately budget safety and health expenses (0.3% to 3% of the total price) for dedicated use, preventing vendors from sacrificing safety standards due to price competition.
- Dynamic Entry Control and High-Risk Operation Management: The Company has established the "Guidelines for Occupational Safety and Health Implementation in Contract Work and Change Management" to ensure that the entire construction process remains under control:
- Entry Declaration: Personnel entry management is executed according to the construction roster.
- High-Risk Operation Control: For high-risk items such as exterior wall cleaning and high-altitude operations, vendors must submit safety licenses, education and training records, and health checkup reports, and work can only commence after safety measures are confirmed in a joint organization meeting.
- Audit Supervision: Internal and external audits confirmed that all high-risk contracting operations implemented safety check points in 2025.
